Preheat the oven to 400°F (200°C). Grease muffin cups or line with muffin liners. Prepare the batter: In a bowl combine flour, sugar, salt, and baking powder. Add vegetable oil. Crack the egg into a 1 cup measuring cup, fill up with milk, and add to the mixture. Whisk the ingredients into a smooth batter. Gently fold in blueberries. Fill muffin cups right to the top. Prepare the topping: Combine sugar, flour, butter, and cinnamon by rubbing all ingredients through your fingers. Generously sprinkle the topping over muffins.
